The
Minister of
Service Alberta is responsible for the government-wide records
management program under the
Government Organization Act (Schedule 11) and the
Records Management Regulation.

Role of the
Records and Information Management Branch (RIMB)
|
| |
|
The
Records and Information Management Branch (RIMB) of Service Alberta leads the development and implementation
of the Information Management Framework and develops and coordinates the administration
of the government's records management program. This includes assisting Alberta
government organizations to effectively manage their records and information
in all media, by chairing the Information Management Advisory Committee and by providing:
|
- corporate information and records management policies, guidelines, and standards;
- proposals for legislation related to information and records management;
- advisory services for government organizations;
- training, publications, and information forums for skills development and awareness;
- management and secretariat functions for the Alberta Records Management Committee (ARMC)
including review of draft records retention and disposition schedules submitted by ministries and other provincial government organizations;
- corporate systems / applications to support government-wide processes, such as schedule development and approval;
- retention and disposition schedules for records of common business functions found in all ministries and agencies; and
- research, planning and project management for corporate information and records management projects and initiatives.

Role of the Partner Organizations

Access and Privacy Branch -
Coordinates the government-wide administration of the Freedom of
Information and Protection of Privacy Act (FOIP) and provides support to government
departments, agencies,
and local public bodies which are required to comply with the Act. The branch also
administers the Personal Information Protection Act (PIPA) and
assists private sector organizations that are subject to the Act
by providing information and resource materials.

Alberta Records Management Committee
-
A senior interdepartmental committee, appointed by the Minister of
Service Alberta, which approves
records retention and disposition schedules submitted by government organizations, provides advice to the Minister
on the management of records in the custody or under the control of government organizations, and may also
evaluate the implementation of the records management program.

Office of the Corporate CIO
-
Responsible for establishing, managing and reporting on corporate Information and Technology
Management strategies, plans, policies, practices, standards and projects that reflect the broad
interests and priorities of government. The office also promotes the effective creation, use and
sharing of information and technology management practices to facilitate cross-government initiatives
among all government organizations, ensuring that government and all Albertans get the most benefits
from their information technology investment. In addition, the office co-sponsors the development of
the Information Management Framework for the Government of Alberta.

Office of the Information and Privacy Commissioner -
Has a broad mandate for ensuring that organizations comply with the Freedom of Information and Protection
of Privacy Act (FOIP), Health Information Act (HIA), and Personal Information Protection Act
(PIPA). In particular, the Commissioner can investigate compliance with "rules relating to the destruction of
records set out in any other enactment of Alberta." This includes investigation of government organizations
subject to the Records Management Regulation to ensure that they are complying with the records disposition
provisions of the Regulation. The Office also provides comments on records and information practices in the
orders and investigation reports that it issues on a regular basis.

Provincial Archives of Alberta -
The official archives of the Government of Alberta. Under the Historical Resources Act, it identifies,
acquires and provides access to government records that have enduring value. These records serve to provide an
understanding of the responsibilities, functions and actions of the government, and to protect the rights of the
government and individual Albertans. The Archives prepares Archival Appraisals for all records as part of the records
retention and disposition schedule approval process.

Shared Records Management Services
- The
Government of Alberta's shared services organization, which
is part of Service Alberta, provides administrative, finance, human resources and
information technology support services to all Alberta
government ministries. Their responsibilities also include
administration of:
- Records Management Services - File room set up and operation, records classification, inventory,
transportation and disposition, imaging and micrographics.
- Forms Management Services - Design management, printing, distribution, and storage services.
- Alberta Records Centre (ARC) Services - Inactive records transportation, storage and retrieval services;
management of records destruction, and transfer of records for preservation to the Provincial Archives of Alberta.
